Turkey’s property ownership is officially recorded at the Directorate of Land Registry and Cadastre (Tapu ve Kadastro Genel Müdürlüğü), a government institution under the Ministry of Environment, Urbanization & Climate Change (Çevre, Şehircilik ve İklim Değişikliği Bakanlığı).

This system ensures transparency and legal protection for buyers and sellers, as all transactions are government-registered and publicly verifiable.

Who Can Access Information?
  • Property Owners: Only the registered owner(s) of a property—or their legally authorized representatives (e.g., lawyers with power of attorney)—can access detailed information about the property.
  • Government Authorities: Certain government institutions, such as tax offices or courts, may request property information for official purposes, but this is strictly regulated and requires legal justification.
  • Third Parties: Third parties, such as real estate agents or potential buyers, cannot access your personal or property details without your explicit consent or a court order.

The title deed transfer process in Turkey requires the explicit consent of both the buyer and seller, which is verified in person or through a legally authorized representative.

Identities and signatures are cross-checked against official documents before the transaction is finalized and recorded in the system.

All registrations are electronic, and the title deed (Tapu) serves as the definitive proof of ownership.

The Directorate operates through local Land Registry Offices (Tapu Müdürlükleri) located in cities and districts across Turkey. These local offices are responsible for processing property transactions, maintaining records, and providing services to the public.
